Using an analytical method, the paper seeks to establish on the criteria and indicators for providing for and evaluating the Islamic state budget. According to the findings of this paper, the criteria and indicators for the optimal budget of Islamic state can be presented in two areas: providing and allocating the resources. Optimal use of natural resources, ensuring justice in providing resources through taxes, efficiency of the tax system, stability and sustainability of the sources of revenue, clarity of the sources revenue, and observance of Islamic law are the paper’s proposed criteria for providing the budget resources. The desirable budget criteria of Islamic state concerning the allocation are the observance of public interests, efficiency and productivity and justice in the distribution of resources. The paper suggests some indicators for measuring these criteria. ارزیابی بودجه‌ی دولت اسلامی نیاز به معیارهای کلی و شاخص های کمّی دارد تا به وسیله‌ی آنها، بتوان برنامه‌ی تدوینی را نسبت به برآورد اهداف نظام اسلامی و رفع موانع توسعه و پیشرفت ارزیابی کرد. مقاله با استفاده از روش «تحلیلی» به دنبال تبیین معیارها و شاخص های تدوین و ارزیابی بودجه‌ی دولت اسلامی است. بر اساس یافته های مقاله، معیارها و شاخص های بودجه‌ی مطلوب دولت اسلامی در دو حوزه‌ی تأمین و تخصیص منابع قابل ارائه است. بهینگی استفاده از منابع طییعی، عدالت در تأمین منابع از طریق مالیات، کارایی نظام مالیاتی، ثبات و پایداری منابع درآمدی، شفاف بودن منابع درآمدی و تطابق با شرع، معیارهای پیشنهادی مقاله در بخش تأمین منابع بودجه است. معیارهای بودجه‌ی مطلوب دولت اسلامی در بخش تخصیص نیز شامل رعایت مصالح عمومی، کارایی و بهره وری و عدالت در توزیع منابع می شود. برای سنجش معیارهای مزبور شاخص هایی در مقاله پیشنهاد شده است. https://marefateeqtesadi.nashriyat.ir/sites/marefateeqtesadi.nashriyat.ir/files/article-files/6_6.pdf
