abstract = {Society needs to form a family as a sacred and safe institution to raise a righteous person. In recent decades, Iran has faced a marriage crisis in which the problem of housing plays an important role. This research aims to design a local model for financing marriage, especially to solve the housing crisis. In this article, using an analytical-descriptive approach and relying on Islamic principles, the model of "the state and the people" is presented. This model places the family at the center of a comprehensive cooperation and, by combining financial resources and networks of trust and cooperation People's solidarity and kinship, and the integration of traditional mechanisms with modern policies, seeks to utilize people's capacities to remove structural barriers. For this purpose, five sub-strategies are introduced under the grand strategy of assistance. Land transfer is identified as the main driving force and culture building and empowerment are identified as essential platforms for this strategy. The ultimate goal is to create a justice-oriented, sustainable and efficient path to facilitate marriage and strengthen the family center.},

abstract_fa ={جامعه برای تربیت انسان صالح نیازمند تشکیل خانواده به‌عنوان نهادی مقدس و امن است. در دهه‌های اخیر، ایران با بحران ازدواج مواجه بوده که مشکل تأمین مسکن نقش مهمی در آن ایفا می‌کند. این پژوهش با هدف طراحی الگویی بومی برای تأمین مالی ازدواج، به‌ویژه حل بحران مسکن شکل گرفته است. در این مقاله، با استفاده از رویکرد تحلیلی ـ توصیفی و با اتکا به مبانی اسلامی، الگوی «معیت دولت و مردم» ارائه شده است. این الگو خانواده را در مرکز یک همکاری همه‌جانبه قرار می‌دهد و با تلفیق منابع مالی و شبکه‌های اعتماد و همکاری مردمی و همبستگی خویشاوندی، و ادغام سازوکارهای سنتی با سیاست‌های مدرن، درصدد بهره‌گیری از ظرفیت‌های مردمی برای رفع موانع ساختاری است. بدین منظور پنج راهبرد فرعی ذیل کلان راهبرد معیت معرفی می‌شود. واگذاری زمین به‌عنوان ابزار محرک اصلی و فرهنگ‌سازی و توانمندسازی به‌عنوان بسترهای ضروری این راهبرد شناسایی شده است. هدف نهایی، ایجاد مسیری عدالت‌محور، پایدار و کارآمد برای تسهیل ازدواج و تقویت کانون خانواده است.},
