The book "Structural Budget Reforms" by Pourmohammadi, Madanizadeh, and colleagues (published in 2021 by the Center for Development and Futurology Research) is among recent works that—inspired by conventional Western and international paradigms—aims to provide a framework for reforming the budgeting system in Iran as an operational program. Utilizing the methods of "critical content analysis" and "documentary-analytical approach," this article examines the content of the book and its discursive context, arguing that "methodological secularism" is pervasively present in its content as a fundamental challenge; thus, it diverges from the ideal economic model envisioned by Islam and the Constitution. This approach, by denying the role of religious and cultural identity in institutional design, leads to institutional mimicry of external frameworks without regard for local performance and context. The article emphasizes the necessity of transitioning from methodological secularism toward an "Islamic-Iranian budgeting" model and advances the theory of Islamic state capability development. اصلاحات ساختاری بودجه در ایران به‌عنوان یکی از محوری‌ترین برنامه‌های تحول اقتصادی، نیازمند بازتعریف مبانی نظری و روش‌شناختی است. کتاب «اصلاحات ساختاری بودجه» اثر پورمحمدی، مدنی‌زاده و همکاران (منتشره در سال ۱۴۰۱ توسط مرکز پژوهش‌های توسعه و آینده‌نگری)، ازجمله آثار متأخری است که با الهام از الگوهای متعارف غربی و بین¬المللی، به ارائه چارچوبی برای اصلاح نظام بودجه‌ریزی در ایران و به عنوان یک برنامه عملیاتی می‌پردازد. این مقاله با استفاده از روش «تحلیل محتوای انتقادی» و «روش اسنادی-تحلیلی»، محتوای کتاب و زمینه گفتمانی آن را بررسی و استدلال می‌کند که «سکولاریسم روش‌شناختی» به‌عنوان چالشی اساسی، در محتوای آن فراگیر است؛ ازاین¬رو از الگوی اقتصادی مطلوب مدنظر اسلام و قانون اساسی فاصله دارد. این رویکرد، با انکار نقش هویت دینی و فرهنگی در طراحی نهادها، به تقلید نهادی از قالب¬‌های بیرونی بدون توجه به عملکرد و زمینه بومی می‌انجامد. این مقاله بر ضرورت گذار از سکولاریسم روش‌شناختی به سوی الگوی «بودجه‌ریزی اسلامی-ایرانی» تأکید می‌کند و نظریه توسعه قابلیت دولت اسلامی را دنبال می¬کند.
