    An Analysis of the Frameworks and Standards of Public Sector Ethics

    Abstract: 
    An investigation into public sector ethics plays a basic role in understanding the effect of ethics on the behavior of public sector agents, government's counselors and formal and inform institutions, and in improving public policy making. Using the content analysis, historical-comparative methods, and taking into consideration the research principles of public sector economics, the present paper analyzes the frameworks and standards of public sector ethics. The research findings indicate that institutionalization of ethics in public sector necessitates the realization of the optimal size of government. A best government is recognizable on the basis of such features as applying meritocracy in choosing high level cadre, funding expenses through tax, acting in a limited period, and having a mechanism to dismiss unable agents without imposing expense.. Among the other findings of this research is the recognition of a gap between moral teachings in public sector and behavior of administrators of public sector in the country.

    Abstract: 
    بررسی اخلاق مالیه عمومی نقشی اساسی در فهم تأثیر اخلاق بر رفتار کارگزاران بخش عمومی، مشاوران دولتی و نهادهای رسمی و غیر رسمی حکومت و بهبود سیاستگذاری های عمومی دارد. این مقاله با استفاده از سبک تحلیل محتوا، روش های تاریخی- تطبیقی و با عنایت به اصول پژوهشی اقتصاد بخش عمومی به تحلیل چارچوب ها و استانداردهای اخلاق مالیه عمومی می پردازد. یافته های تحقیق نشان می دهد نهادینه شدن اخلاق در مالیه عمومی مستلزم تحقق اندازه بهینه دولت است. دولت بهینه، براساس خصلت هایی چون شایسته سالاری در انتخاب کادر ارشد دولت، تأمین هزینه ها از طریق مالیات، فعالیت در دوره‌ی محدود و وجود مکانیزم برکناری کارگزاران ناتوان بدون تحمیل هزینه قابل شناسایی است. وجود شکاف بین آموزه های اخلاقی در مالیه عمومی و عملکرد حکمرانان بخش دولتی کشور از دیگر یافته های این پژوهش است.
